The second High-Level Panel report found that, overall, the benefits of achieving the Aichi Targets outweigh the costs and recommended a series of actions which would enable countries to significantly reduce the additional resources required, and increase the cost-effectiveness of expenditure on biodiversity conservation and sustainable use.
