Action Plans of the CBD Programme of Work on Protected Areas and Revised National Biodiversity Strategies and Action Plans

(more detail in attachment) With a view to strengthen implementation of the programme of work on protected areas (PoWPA) and to align implementation with available funding and technical support, the Conference of the Parties (COP) at its 10th meeting invited Parties to develop a long-term action plan for implementing the PoWPA. The COP also invited Parties to integrate PoWPA National Action Plans into revised NBSAPs, and relevant sectoral plans and budgets to contribute to the implementation of the Strategic Plan for Biodiversity 2011-2020. The Secretariat, for a unified approach to developing National Action Plans and for increased national and regional cooperation and comprehensive reporting, developed a template with sections on: protected area agency information, description of protected area system, progress in and plans for achieving the goals of the PoWPA and Target 11, and key assessment results. By July 2012, 108 action plans were formally submitted to the Secretariat (available at http://www.cbd.int/protected/implementation/actionplans/). The COP at its 11th meeting in 2012 invited Parties to integrate PoWPA national action plans into updated NBSAPs, which should be adopted as policy instruments and used as a primary framework for implementation and as basis to secure financial support (from national, bilateral, multilateral and other sources). The COP also invited Parties to align the PA projects approved in the 4th, 5th and 6th replenishments of the GEF, as well those supported by bilateral and other funding sources, with actions identified in PoWPA action plans, that are integrated into revised NBSAPs, so as to facilitate monitoring and reporting on progress in achieving Aichi Biodiversity Target 11 and related Aichi Biodiversity Targets. In the message from CBD PoWPA Focal points to the 6th World Parks Congress (http://www.cbd.int/pa/doc/cbd-fp-message-iucn-wpc-en.pdf), the realization of the benefits of integrating PoWPA action Plans into revised NBSAPs was clearly articulated.
